Yeah - it looks like a custom made part - not seen something like that
before. Like Des says, you should be able to achieve this using some home
made linking/cabling?
Can you not just steal the board from your existing enclosure and move it
across?
If not, you can use one or more of the standard Molex 4 pin supplies from
the PSU to power whatever kit you need - then either permanently link the
power on switch sense lines of the ATX connector (green and black wires http://en.wikipedia.org/wiki/ATX_Power_Connector
pins 16/17) - or connect these to a front panel power switch. You could
then tape up or insulate the rest of the 20/24 pin ATX PSU plug.
LED's etc can be simply driven from the 12V or 5V PSU lines with a suitable
resistor in series (depending on the type of LED).
