Sounds like a job for Andrews & Arnold <http://www.aaisp.net.uk>
They aim to never have congestion in their own network, and will harass
BT endlessly if the backhaul or line isn't performing as it should.
Their advanced monitoring tools make diagnosing these sorts of problems
much easier.
