Peter,

He can use Homeseer or HouseBot in Germany and connect an RFXCOM LAN
receiver/transmitter via Internet:

For a full wireless solution:
Place an RFXCOM 87005 LAN Transmitter / Receiver at the remote location.
Oregon Scientific temperature sensors,
X10 MS13 motion sensors,
HomeEasy wall switches, door locks, heater control and lamp/appliance
modules.

For an X10 controlled house and a receiver:
Place an RFXCOM 83003 LAN Receiver with a 77000 RS232 Serial Interface
Module,
Oregon Scientific temperature sensors,
X10 MS13 motion sensors,
Connect a CM11 to the serial interface module and use X10 lamp and
appliance modules.

Optionally add a 40079 868.95MHz receiver for Visonic door/window sensors,
motion sensors, water leakage sensors, MCT211 wrist keyfob, MCT201 pendant.
Use the Visonic motion sensors instead of the X10 MS13 to detect motion.
