Hiya Darren,
you may want to check out Microsofts Family Safe (fss.live.com)

It has content filtering and also stops things like messenger and you
have contact list management too.

The only thing I've just checked on - it doesnt have time management -
but my router does that.

One thing with is it you can sign in to it on any computer and your
settings will follow. Plus you 'as the parent' get to see where they
have been on the internet and change the filters accordingly.
