Assuming all eles OK, my guess is that your laptop is not pumping out
enough
volume - the kit needs between 2 and 60W input.  At the risk of killing the
Opto, you could try shorting R2 with P1 set to minimum and Laptop to
minimum
and try adjusting until it works?
