Not really in the spirit of homebrew, but if you really want to go down the
strobe effect route and have a budget then there are various
"Pro" versions
available in the lighting industry, e.g.

These are controlled using a DMX controller so that's where the Lightning
"smarts" happen, and there's been plenty of discussion earlier on
DMX
controllers (although probably not including Lightning as part of a home
installation!)



For a one off I'm sure you could hire one from a lighting/disco company,

ISTR that the Comfort group had a halloween-themed wav file which it
was suggested one might put on their answering machine, the
instructions went along the lines of "start recording when you hear
the wolves"...

I'll see if I can dig it out :-)

I know what you mean about the US - I spent many a happy October
business trip browsing in Wal-Mart etc.
