relaying X10 signals across distribution panels

The electricity supply in our house is arranged such that the tails
from
the meter split into three separate circuits feeding three separate
distribution panels around the property.  Experimentation appears to
suggest that X10 signals injected on a ring main from one panel don't
make it to rings on the other panels.

What can I do to get the signals on all three sets of rings?
