[OT] web content tools

Peeps, I know there are quite a few webmasters here so I have a
question
if I may...

I've ended up with the task of producing & thereafter maintaining a
website for the local residents association. Since this is a
not-for-profit body funded entirely by (very low) annual subs from
members, it has virtually no budget for this, so actually paying someone
to professionally produce a site is a non-starter.

I've settled on using the Microsoft Office Live Small Business hosting
solution (http://smallbusiness.officelive.com
<http://smallbusiness.officelive.com/>
) which seems to offer (for free)
pretty much everything we could ever need, such as domain name
registration & hosting, website hosting, and online design tools.

The website is built online using their own browser based design
environment, which whilst perfectly adequate for static site design,
doesn't seem to (that I can find) offer an easy way to allow other
people (i.e. the association committee members) to post content to the
site etc. - What I'd like to be able to do is send the relevant people a
link to a page within the site, which (after authentication) they see a
very simple interface along the lines of "Enter your text in this
box"
and "Click this button to upload a photo" that allows even a
complete
dunce to post some content, which then gets formatted and added to other
parts of the site.. - Obviously I'm talking about a basic content
management system...

Are there any *free* tools I could download & have a play with that I
could use to produce such a content framework? - It needs to be
something that I can then upload the resultant pages onto the officelive
site..

Cheers

Paul G.
