good quality 19" rack screws?

I had some high density patch panels in recently that had some really
nice looking rack screws - they were silver with a free rotating cup
washer.
I'd like to replace the old nasty black screws I have that have a black
plastic washer that are prone to breaking when the screw is tightened.
Anyone have a source for aesthetically good rack screws and other fixing
hardware?
