Cats and PIRs

Can anyone recommend good value cat-insensitive PIRs for internal HA
system (wired 12V).
I've seen some that ignore anything under ~100Lbs which would also
ignore the children.
Ideally I'd like it to detect 15Kg toddler and ignore 3kg cat. These
look promising, but can anyone recommend one http://tinyurl.com/6s3ow9

Externally I have a problem of cats (our and others judging by the
quantities) cr*pping in some drainage gravel at the side of the house.
I would like spray the area with water when cats appear, but not to
spray people (incl toddlers). I've seen 12V external PIRs but no idea
how sensitive they are. If cat-insensitive PIRs were cheap I could use
an internal one and only trigger the water if the main PIR triggered
but the cat-proof one didn't.

TIA
Jon
