This was the conclusion I came to some while ago for the drives that I
share - as a result these drives have been on continuously for the
last couple of years (well actually, I recently got one of those
master/slave socket blocks so at least they now turn off when the PC
is off).

Your question prompted me to look into this again, and I found that if
you mount the drive as an NTFS mount point ("Mount in the following
empty NTFS folder" - you can do this as well as a drive letter, if you
want) and then share the mount point, the share remains even if the
USB drive is not attached at startup. Makes sense really - what you
are actually sharing is a directory on your C: drive, that maps to the
USB drive when it is attached.
