How about one of Frank Mc Alinden's video probes ? I can highly
recommend his products, very well made and nice guy to deal with..

My second Video ProbeLinc has given up the ghost (though it lasted years
longer than the previous one, to be fair).

It looks like they've stopped making them, so I'm looking for an
alternative
(rather urgently!). Ideally, a plug replacement that connects to a
composite
video RCA jack but something close might be an alternative.

At a push, I could use a stick-on LED sensor to detect if the TV's on but
I'd rather not attach anything else to the front of the set!

Or a current sensing relay over the power cable, maybe?

Any suggestions gratefully received.
