If the drive is whirling and clicking can one assume that it is a
mechanical
failure?

If it is then Spinrite surely cannot recover anything from that? Or can bad
sectors cause this sound as well?

PC can't spot anything. It won't even get to the point and say that a USB
drive is attached.
