If you're using 3G, it will always vary on the number of people in
your cell.
Each telco have implmented 3G differently and it may vary by their
switching equipment manufacturer.
- The majority of telco's provision you with a download speed and QoS
(intermittent, streaming etc..) but the speed will drop if more and
more people enter your cell.
- Other telco's honour your theoretical provisioned speed and
disallow people entering the 3G cell (by virtually linking them to a
2G cell instead)
So it's likely that it's just Cell conjestion you're experiencing.
I know (from having worked at T-Mobile previously) that those who
purchase their datacard will be provisioned with the highest Speed and
QoS. So, if you're using the SIM from a regular mobile device, you may
not be provisioned with optimum settings.
All telco's have intentionally chosen not to provide comms about this
because it is hard to explain to the consumer (and it gets into
bearded guys with sandals territory).
