AIUI these incorporate a "current sensing" circuit which monitors
the
appliance and if it detects you turning it on (via the front switch or
whatever), will fire the module to turn on fully. I believe the DIN rail
modules don't have this "feature" and when they are off, they
really are
off.

So for your lights, I reckon just enough current is leaking through the
LEDs
to make them glow ever so slightly via this "current sense"
circuit.

Also, AIUI, you can modify the plug-in modules to disable the current
sensing bit, but the modification is essentially permanent.

HTH, I'm not 100% about it though.
