This is correct - I had exactly this problem last year.
Turned on - beeped - no video output and failed to boot.  I checked
everything, was on the point of binning it then decided to 'reseat' the
CPU.  Booted up and has been OK since.

Not necessarily...

I have come across many instances where a faulty/missing/incorrectly
installed CPU will prevent the machine from powering up.. I'm pretty
sure I remember this being the case with Compaq Proliant servers, but
I'd bet it's fairly commonplace...
