I have stopped running PC's 24/7 after losing one motherboard and two
power supplies over about 2 years. None of them were cheap components
either.

The motherboard should beep without anything in it I think. Does it? Do
you have the speaker connected?  As you add components the beeps should
change to say what is missing next. From my experiences I would beg borrow
or otherwise find a power supply to try. Always my favourite culprit.
Don't forget that correct voltages does not necessarily mean correct
operation. Sorry if you have covered all this already - grandmother and
eggs and all that.

The thing is I replaced the mobo with a brand new one (same model)
that I had lying around and it exhibited the exact same problem.
I've stripped out everything except for 2 sticks of memory and of
course the processor.

The PSU voltages are correct (not under load)....very weird.
