drill & file ... is how we've done it in the past ... the metal is
fairly soft ... a vice is handy ... and a drill press ... but neither
essential ...

or, how about using some PCI card back-plates (LinITX do them with
two RS232 sockets & leads pre-installed for a few pounds) ...
