You don't mention your budget so I'll start with the most expensive
option :)

The best way to do this is with a PVR that has a USB connection, such
as the Topfield TF5800PVR or Humax PVR-9200T.

Next best would be the Nebula uDigiTV USB master.

The ones to avoid are the USB "dongle" type, Shocking poor
hardware
that is fusy about signal strength and prone to interference glitches
and abismal software that does not support basic features such as
LCN's or time-shared channels.

In all honesty the cheapest solution would be a supermarket
set-top-box configured to produce a composite output that connects to
a cheap composite-to-USB dongle.
