Just put in the ugliest cheapest circular flurorescnt oyster light you
can
find in the center of each room, put your wiring thru for what you really
want and pull the piece of crap down after signoff.

All new house builds have to comply wih Part L for energy efficency.
Part of this dictates that a certain percentage of the light fittings
*must* use low energy bulbs *but* you can't use GU10 fittings as part
of the quota because the regulation also states that the fittings must
only
be designed for for energy efficient bulbs (to stop people simply
swapping bulbs back to "normal" bulbs once the BCO have signed it
off).
