I had this happen to an alarm a year ago, and ended up replacing the
CPU.
Disconnect mains from unit, open box and disconnect battery too. That will
sound external siren, which will be in tamper - but that will only ring for
20 minutes (if legal!).
It will probably need a 'factory reset' (have you got a manual?).

My brother in law turned the power off to the house to fit some new light
switches, and when the power is switched back on, the internal sounder will
not stop.
He's tried entering his code, and that doesn't work, and he says there are
no zone lights on the front.
It's a Veritas 8 alarm panel, is there anything special he needs to do to
reset it?
