I use BIND at home.
Even bog standard routers you can change the dns server to another address
on the network rather than
your router proxying the dns to your ISP for you.
When using BIND I had to set up forwarders, so that any request which was
not being served by that server
would be forwarded onto the standard ISP DNS servers.

You could run your own DNS server locally. I wouldn't recommend using
the standard BIND [1] as it is wonderfully complicated. However,
something smaller and easier such as PowerDNS would probably work. These
can be configured to do a DNS passthrough unless the domain name is in a
banned list.
