A dell 2950 doesn't sound miles away from your requirements. You can get
them with SATA as well as SCSI, both are hotswap. Can't remember off
hand if they sell them OS-less, but you can certainly get them with
redhat linux rather than windows.

Only possible downside is they tend to be well cooled (that's a polite
way of saying 'noisy').
