It sounds like you folks have some varied requirements, but if
minimizing power consumption is your primary goal, take a look at the
unit:

Installed with a Flash IDE drive, it runs steady at 12 watts!  (no
moving parts = silent)
Installed with a 2 1/2" hard drive, it runs at 13-15 watts.
(both measurements taken empirically).

To that unit, one could add external USB drives which power down when
not in use.  It only has 256MB and 800Mhz Via EDEN proc., so maybe not
powerful enough for some applications, but enough for a central 24/7
server for core apps.
