Who told you that?  Sounds like someone is using FUD to turn a simple
job into a major one..

If you already have a circuit for a boiler you can reuse it and
nothing need be done.  If you are relocating the boiler then the
entire boiler circuit will need to be replaced and a certificate
obtained for it's replacement.  The only way that this would be a
major job is if you want to add a new circuit and the fusebox has no
free positions available.
