*Some* noise is normal, my parents' box makes a very faint
"whooshing"
sound, but unless you're close to the box you don't really notice.

There's lots of info on this on the digitalspy forums, and if it's
within 90 days I think you can reject it and get another brand new box
as a replacement. The digitalspy forums say which one to ask for
(Pace, IIRC).
