External TV Tuner

 I'm after a way to watch TV on my kitchen computer monitor,
preferably
without having to have the computer powered up.
This box looks like the sort of thing I'm after (I think someone in the
group actually posted something similar/same recently, but I can't find
it).
Does anyone have any thoughts on the merits/drawbacks of this sort of
kit?
