Misco are doing 3Com 16 port gigabit switches for the price of the 8
port
version if the offer is still on - I bought 2 recently. These are the
compact desktop type units and use inline PSU rated at max 42W though I
expect it uses much less than that. So a compact unit with no fans for a
great price if you are buying new.
I've also got a 16 port 3Com 100mbit switch (the earlier model to the ones
above) and an 8 port unit with gigabit uplink and both to only draw 11W
maximum on the rating plate on the unit itself.
My 16 port 2U 19" rack mounting Planet switches are now surplus to
requirements due to their size and the fact they have fans. Not especially
noisy, just too bulky for my current set up.

With all this CAT5 I'm putting into the house I really could do with
connecting it to a big hub/switch in the loft.
Any recommendations for a 24 port low power hub/switch?
Is a switch necessary for general home use? I can't see a hub being a
problem for general music/video streaming.
There are some 3com SuperStack II 3300s going cheap on ebay (maybe a
little over the top for what I require, 100M Optics etc.) but they
have fans and are quite noisy. Or should I be looking for one with a
fan if it is to go into the loft?
I think they comsume about 100W which scared me a little with all the
recent talk about what our PC's are taking. Who makes the most power
efficient hubs, cisco, 3com, belkin or netgear?
