I think the USB spec requires it to be powered even when the PC is off.
Certainly my optical mouse still shines when the computer is
"off".

The motherboard will need power for wake-up on LAN or any alarm clock
functions.

Combine that with the fact that cheaper power supply units don't use things
like PFC and aren't very efficient and you can soon rack up the watts.
