I agree, it doesn't look right.

Do you not have any motorised valves? Normally they sit between the
timer and boiler/pump and provide the "logic" for the control
signals.

Normal electro-mechanical thermostats need the neutral connection,
but some of the electronic "programmable" thermostats you can get
these days have batteries and only need the live/switched live
connections. If you have the latter it would work, but I'm pretty
certain there's no way you should have the Neutral on the thermostat
connected to the sometimes-live HW "on" terminal.
