You want to use "wake-on-lan" if your motherboard suppirts
it.

There are some third party PCBs that provide a Infrared interface
to support this. I cant remember where to find them though sorry.

There are definately some mods for the xbox that does it as well,
which I assume could be modified easily enough.

Does anyone know how to be able to boot up a machine via a remote
command ? Similar to having a power strip except that instead of cutting
the power I want to be able to boot it up.
