Film was Sneakers.

If he (Robert Redford) wore the neoprene suit he would suffocate after x
amount of time, so they raised the room temp to his body temp, but he could
only walk at x paces a second or he would set off the detectors.

Now where is that dvd, seem to have forgotten some of the detail...........

I seem to recall this was a plot device in some film from the 80's -
"Hackers" was it? - It had Ben Kingsley in it..

The character was allegedly able to move around in the room by wearing a
neoprene wetsuit and moving very slowly...
