Well yes and no :-)

Consider a 'channel' to be a cable with a light on the end, in fact that
cable might have more than one light on it but the key thing is that the
one light (or lights) are controlled (I.e. on/off/dimm) as one.
So a room might just have one 'channel' or you might have a room with
three channels such as "Halogens", "Wall Lights" and
"Table Lamps". Each
one of those channels can be controlled independently.
A scene is simply a term for the setting of two or more channels,
normally by a single input action such as turning on a light switch.
E.g. You might have a switch that turns on each channel as follows:
Halogens = 50% (% meaning dim level)
Wall Lights = 20%
Table Lamps = ON (Often written as 100%)
It is also common to name the scene such as "reading" or
"film".
In my lounge I have three scenes "On", "Soft" and
"Film" which set my
three channels to levels which suit each scenario.
