Try this pseudo SQL code below

SELECT SUM(<col>) FROM <table> WHERE <col datetime>
BETWEEN
'<starttime>' AND '<endtime>'

You have the formatting of the times correct for it to work

Have a look at the BETWEEN on the MySQL support docs
