Agreed - I use loads of 'virtual' groups.
Interstingly I just implemented exactly what you describe last night.
I used 2 virtual groups to do it.
If a landing light is turned on it disables the landing PIR until the
landing light is swithced off. Further the pir is diabled by sunset /
sunrise times too. The only way the PIR is able to turn the landing lights
to 25% is at night and if someone has not already turned them on from a
switch. This stops the case where you have the landing lights 'bright' and
the PIR insist on dimming them to 25% - very annoying. It also means you
don't have to fiddle with eh pir screw to get it to react to
dalight/nighttime properly.
