I know you posted this a while back but have you actually checked that
he cant get freeview with a box or just used the web page postcode thingy?

The 'official' can-receive coverage is much lower than the reality.
Several cases with friends and family show no freeview reception but
get it fine in practice.  Even for us, we get pretty good freeview but
absolutely appalling analogue terrestrial (even with the best aerial).

Perhaps worth a try with a borrowed box first.
