We're about 3-4 weeks from moving in, but the house won't be entirely
finished, which I'm sure isn't terribly unusual in the world of Self Build.
There'll only be some decoration to be done, plus some landscaping.

What's the deal with being 'allowed' to live in a house that's not been
signed off by Building Control?  I assume it's allowed, as others have done
it, but is it entirely legal?  I assume that no council tax get paid, and
presumably you can continue to collect the VAT receipts (relating to the
build)?  It just seems a little too good to be true, so I assume there's a
downside to moving in prior to signoff?
