For Comfort, you might consider the RIO boards (8 outputs on each so
2-off for your average staircase) for the logic & timer control via
Comfort itself.  You would probably need the RIO unit to switch relays
placed on the LED powerline but at 12v they can be smallish low-power
ones.

Of course, if you have a load of spare outputs on Comfort, you might
be lucky...

At GBP76 for a RIO board its not that cheap but at least you would
have a load of spare inputs for other control purposes (e.g. the beam
break at top & bottom to trigger the whole thing!!!)

(Or perhaps 1 board and switch two steps at a time...)
