[OT]Name that film

This has been annoying me for days, and imdb is not helping.

I saw a film a while back that involved an outside cop being brought into a
very cold American town where girls had been going missing annually,
apparently runaways.  It involved a car out on a frozen lake & that's
where
the dead girl was found.

I think the car may have been put on the ice every year (can't remember if
it's the same car or a new (old) car each time as part of some bet on when
the ice would melt.

It's driving me crazy - any ideas peeps?
