have died or are very low bandwidth (and usefulness).

Forum only groups lack serendipity. Personally, I very rarely use the
forum only groups that interest me - it's very hard to "dip in".
They
are also susceptible to abuses of censorship (usually only an issue
where run by a commercial entity).

If OT posts bother you, I can only suggest finding a better email agent
(threading and scoring help).

If the subject strays too far, it can/should be taken off list, with
reminders from the list admin/regulars where appropriate.

I would be deeply saddened to see UKHA go forum-only (as I'd be unlikely
to participate anywhere near as much).

How about splitting the list into "UKHA discussion" (ie the
current
list) and "UKHA chat" (OT stuff)? Threads that veer off  (or on)
target
can easily be moved by changing the address suffix when replying...
