I suspect that this is the problem...

=======================
Can I use my Backup Dial-up connection at the same time as my ADSL
connection?
No, since backup dial-up connections use the same routing information you
cannot use them concurrently.
=======================

I have always been able to use this concurrently in the past without any
problem. If I switch to another dial up account with a different ISP
everything works fine.

http://www.checkupdown.com/status/E500.html

Can you check your webserver logs to see if an http request is even
being received from the Palm/phone combo?
