How much power will be used?

May seem like a dumb question, but I am planning to run a PC 24x7 and
although it has a 300W PSU, I reckon that the cpu + bits will only draw
about 140W. So the question is will the electricity bill when it comes in
show 300W usage or 140W usage?

Also does anybody know of quiet PSUs in standard ATX size that only put out
150W ish. All the ones I've seen tend to be around 300W.
