Indeed, speaking to my local Building Regs Officer, he tells me that they
are currently pushing for all holes in ceilings (he was specifically
thinking of downlighters)  to be sealed using suitable intumescent liners.

Some areas are even talking about requiring an unperforated ceiling. His
interpretation of this was that if you want to fit downlighters (or
speakers) you would need to hang a suspended ceiling below your existing
ceiling.

I'd be OK, I'm only 5'8" but I dunno about the 6ft + people. You might
have
to dig up your floors if you want downlighters!!!! :-o
