I was going to point out that he wasnt the first person to be implanted but
reading the article carefully it actually points that out....

"While Halmaka is apparently the first person to test an RFID chip for
medical purposes, there are about 40 other people in the U.S. with
implanted
VeriChips"

... so they are saying he might be the first person to do it for MEDICAL
purpose. They also dont mention that anyone outside the US has implants
either.
