It replies on people posting up the source (geographic) number, so there's
still thousands of 0870 numbers that are still a 'secret'.  The normal way
people find out is where companies, typically c/card co's, will have an
0870
number, but will also list a "if outside of the uk please call
+44.....".
Obviously that number will also work if you're inside the UK, plus it could
be cheaper.

0870 numbers earn some revenue for the company that's using it, depending,
of course, on their volume of calls.  It can be an advantage to know the
geographic number, if, for instance, you have an amount of 'inclusive
calls'
on your mobile phone tariff; those deals nearly always exclude calls to
non-geographic numbers.

Don't know how this is supposed to work, it doesn't find where my 0845 is
pointed to.
