Well, cough, it would be remiss of me to pass up this opportunity to
mention ZoneMinder (http://www.zoneminder.com), now at
version 1.20.1
and with full PTZ control coming shortly in 1.20.2.

It supports video cameras, usb webcams and network cameras and is
implemented as server software with a user friendly web interface.

The only downside for a few people is that it runs on Linux rather than
windows but you can get it running on pretty much any old PC, and can
install it and the OS direct from a LiveCD.
