There's loads of companies producing meters but you would need to do some
electrical work to fit them.

Some are directly connected, others use a CT (Current Transformer) to
measure the current flow. They then provide a pulse per kWh (or subdivision
of) via a VFC or OC output.

I use a lot of the Sinergy Meters units. AFAIK, they will sell direct -
www.sinergy-meters.com

There is a company that produces a unit which will fit on the front of your
meter and count the revs. You stick the instrument on the front of the
meter
but when I last used them, we had about a 50% failure rate.
