Therein lies the beauty of Asterisk.  Unless your line is down at BT
you  can virtually *always* get a line out.

I use sipgate (www.sipgate.co.uk). This allows as many connections as
the bandwidth supports.

Therefore:

a) if main line used, just create a sip call

b) if main line used, ISP down, claim main line and make call

c) main line down -- stuffed, but would be anyway unless you have a
GSM (as in mobile not codec) route out.
