The VA rating has nothing whatsoever to do with the runtime!  :-)
The VA rating is the max load the UPS can support.
It's quoted as Volts x Amps because (rather than watts) due to the
efficiency of the UPS.  Typically the Max load in Watts is two thirds
of the VA rating.  So 650VA is approx 415Watts, etc.

The runtime is relative to...
The number and size of batteries.
The amount of load.
The condition of the batteries (they lose capacity all the time the
UPS is plugged in).  The capacity of a battery is how much
electricity it can store.
