Whatever switch you're using to power it is drawing a small current
through the bulb. This is charging a capacity in the starter circuit
which charges up until there's enough energy to "light" the lamp.
Of
course at this point the electrons start whistling nonchalantly and
generally pretending they're otherwise busy - thus the lamp goes out
again and it's back to square one...
